With referende te my despatches Tumbers 351 of
August 6th., 1980 and 419 of September 13th,, 1920,
reporting the enactment of legislation introducing
a modified for of Free Trade between Japan, Korea,
Formosa and Sakhalin, I have the honour to transmit
herewith an secount prepared by the Commercial Coun-
seller of this Embassy of certain measures which
have now been enforced for the application of a
similar arrangement to the South Bea Islands under
